Very unlikely: Once the wisdom teeth are removed they do not grow back. The "bulge" can be another wisdom tooth at that location that was not removed earlier, an infection, a pathological mass growing in the jaw like a cyst, a mass growing in the gums, an abscess of the tooth or the adjacent gums from the tooth in front the wisdom tooth site or a salivary gland issue. See a dentist for a good check up asap.

Examination needed: While some people haven extra wisdom teeth, this is not the norm. Since you are having some swelling in that area it is best to see a dentist and have this checked. There are several causes for bulging that can't be determined without examination.
