Plica: Yes but not likely the source if your pain. Most likely either the meniscus or chondromalacia (arthritis) is at the root of your pain. Have you tried injections & therapy?

It can: Anytime an instrument is used to remove material from the knee, scar will form. How much, how dense, and how painful is dependent upon the genetic makeup of the person in how they form scar and how aggressive the surgical trauma was to the area that will scar. So, yes, scar tissue will form. I'm not sure from your question if you've had the meniscus taken care of.
