Absolutely-good sign: If following an exercise and diet plan, you will lose fat and gain muscle. Muscle weighs approximately 4 x that of fat. So if you are losing "fat inches" but building muscle, you may not lose much weight due to the trade-off. It depends on how much fat you have available to lose.

Yes: You can loose inches without loosing weight . When you exercise you you convert fat to muscle, muscle weighs more than fat, when you tone up and convert fat to muscle you can loose inches without loosing pounds.
