Maybe: Normal range resting heart rate is typically 50's-90's per minute- some may be right at 100. An accurate resting heart rate is done by measuring after sitting down for at least 5 minutes. If there is a concern for high resting heart rate, a holter monitor can be helpful to assess average heart rate over 24hrs. Sometimes anemia or thyroid abnormality can result in abnormally fast heart rate.
