Foreskin: If you cannot get to a doctor easily you cn gt a steroid cream and gently twice a day try to apply the cream to the stuck skin and then gently try to retract it past the edges.

Tight frenulum: Most likely requires division of frenulum. It will not lengthen with steroid cream. Urologist can certainly perform procedure in office under local anesthesia. Frenulum is divided transversely & sutured vertically with dissolvable sutures. Should take care of your problem provided your foreskin is wide enough to retract easily. Urologist will advise.
