High pressure: The external veins (that tend to become varicose) lose the effective pressure moderation of the internal valves within the veins. So, you build a water column (or blood in this case), as tall as you are, hence the good pressure/squirt and difficulty in control once you stand up again. If you have thin skin and/or a lot of varicosities, may wish to see a surgeon (vascular/cosmetic) who can help.

See vein MD soon.: Superficial veins, whether they be spiders or varicose veins, can cause bleeding. If this happens then you should elevate your leg, apply direct pressure and compress the bleeding site with an ace bandage. Next you should see a vein specialist soon. If bleeding spider veins then they can be treated by scleotherapy. If bleeding vv then it may require sclerotherapy or ligation and eval of veins.

Venous hypertension: As dr. Alves said, the reason for the bleeding is too much pressure in your veins or venous hypertension. Yes, you should follow up with a vein specialist, as dr. Landi said, because if the problem isn't corrected, you will bleed again.

Bleeding: yes I would recommend that she will have this evaluated as quickly as possible. Oftentimes the bleeding occurs in a small vein in the area of the ankle and can be easily treated with local sclerotherapy. If there are larger veins in the extremity causing the problem then these should be addressed as well.
