Not related: The effect of Femara (letrozole) or of chemo on the cancer is unrelated to the platelet count. The choice between the two has to do with clinical characteristics of the cancer and the patient, not the blood counts. That said, if a patient's platelets are too low, it may not be possible to give chemo but that has to do with side effects, not effectiveness against the cancer.
