Nerve issue: You might have nerve entrapment in the heel or ankle which is common called tarsal tunnel syndrome. You definitly need to see a doctor.

Heel numbness: Is usually caused by nerve issue. To the heel it is often baxters nerve but recommend a neurologist and have nerve conduction study. Best of luck.
