Whiplash: It's not specifically about the speed, but how much of the kinetic energy from the crash is transferred to the patient in an acceleration deceleration event. Even low speed crashes can set up significant transfer of forces to the spine.

Even 5mph: Research has shown even accidents as slow as 5mph, as in backing into something in a local parking lot, can cause some degree of whiplash.
