Damage>Vasodilation: The ultraviolet frequency photons involved are skin damaging, upper 1/2 of uv ionizing (like x-ray). Tanning: a slow, delayed protective response to ↓ future skin damage. The immediate response to the cellular damage from absorbed uv radiation is arteriolar dilation to ↑ capillary flow (visible as ↑ pink color) to help remove damage & facilitate cellular repair & perceived as itchy, pins. Needles.
