Yes.: You can become deconditioned in several weeks! but it can return in like time!

Normal: It's normal to degenerate after working out. One rule of thumb by fitness trainers, it takes 3 weeks of inactivity to lose previous workout benefits if not kept up. (i know that sucks right?) hope this helps.
