Could be milia...: Without examining you, it is difficult to say what it is you are describing. It may be milia. Milia are harmless, small white bumps or cysts that show up on typically on the face. They occur when flakes of skin get trapped near the surface of the skin. Often seen in newborns, they often resolve spontaneously. Persistent milia can be shelled out by a medical aesthetician, cosmetic surgeon or derm.
