Dermatitis: Sounds like a dermatitis. May be from contact dermatitis. Any new soaps, makeup used recently? If so, you may want to stop and see if it resolves on its own. Could also be eczema. If you have a history of asthma or rashes elsewhere, that might be a possibility. Steroid ointments can help treat it. Depending on how close it is to the eye you may want to see a dermatologist or ophthalmologist.
