No and No: No, it won't be effective (you won't be protected against hpv). No, there are no long term side effects from the 2 shots you did get. The only long term risk is that you are still at risk for cervical cancer from hpv because you didn't finish the 3 shot series. Come on - just finish - you'll be so happy you did it!
