My 17 month old is very active and hates the stroller!how can i make her stay quiet like other kids when we are out or when i go to the mall?

It's true, you can't: "make" a toddler behave, but you can reward behaviors you want & ignore behaviors you don't want. Briefly state the rule before going to a mall, place her in a stroller that has a seat belt she can't remove. Stay about 10 minutes. Don't respond, make eye contact or act upset at her crying.
