It's true, you can't: "make" a toddler behave, but you can reward behaviors you want & ignore behaviors you don't want. Briefly state the rule before going to a mall, place her in a stroller that has a seat belt she can't remove. Stay about 10 minutes. Don't respond, make eye contact or act upset at her crying. Back at the car, say " Good job staying in the stroller." Read " Little People" by Ed Christopherson.
