Not cigarettes: You need evaluation to make sure you don't have a medical condition causing shortness of breath, such as asthma, hypothyroidism, heart disease, hypertension, diabetes, ....Etc. Regardless you need to quit smoking.

Yes: Smoking reduces lung function & limits exercise capacity in the long run. There could be many reasons for the inability to run for longer times - sedentary lifestyle, being overweight, poor endurance, reduced lung function etc. Start an exercise program by walking first to build your endurance & lose weight. Then advance it gradually as your stamina improves. Don't try to do too much at once!
