Paronychia: Paronychia are low grade infections around the fingernail which have the symptoms you describe. They can be treated with topical bactroban (mupirocin) prescription ointment and/or oral antibiotics. They are fairly common and often take a few weeks to go away completely even with treatment. See a physician to check if this is the issue.
