Yes: Breast tissue is very sensitive to both estrogen and Progesterone (the female hormones produced by the ovary) and consequently during peak hormone levels or sometimes with the change from high to low, the breast can indeed be tender. Another condition quite common is "fibrocystic changes of the breast" and this can be quite tender outside the cyclical changes of the hormones.
