Normal development: It is completely normal for one breast to begin enlarging before the other breast prior to menstruation. Don't worry, the other breast will also begin to develop soon.

Have u mentioned 2MD: I am not sure that this is normal. It is very common for one breast to be bigger than the other but not necessarily to be more hormonally responsive. I would discuss with your gynecologist. You re young but you need a breast examination and possible diagnostic imaging.
