Yes: You need to see an immunologist asap. You need a specialist to evaluate your immune system because something could be wrong. But, i say "could" because 3.4 might be normal for your body. But better to be safe than sorry. See an immunologist.

Not necessarily: Normal white cell count ranges from about 4-11 k. However, in an otherwise health person a count of 3.4 may not be abnormal.

Follow it up: If the absolute neutrophil count, absolute lymphocyte count, and absolute monocyte count are all within normal range or near it, and you have no symptoms of systemic illness, i'd be grateful for good health and see what it's like next year. "reference ranges" on blood tests are specifically set so that some healthy people fall outside them.
