Simply NO: A hemorrhoid is an anal process, so a bump on the buttock is some form of carbuncle. In this day and age, MRSA infections arise as random areas of pustules. And, it is possible it may have been caused by a splinter - i don't know. You should get this seen, either in a prompt care of doctor's office, and soon if you are diabetic. Good luck.
