Blockage: If you are describing bumps on the eyelid margin, you probably have clogged meibomian glands. A warm compress should soften them up s they can be wiped away with towel.

Milia: Milia, pin-head sized white bumps around the eyes are tiny cysts of clogged oil glands. They can occur for no reason or from ising greasy cream or lotion. Doctors can get ris of them relatively painlessly with a needle to extract the hard white material inside.
