I had a spinal block during can section a yr ago and since have had random shooting pain in arms& legs. what could this be?

2 different things: I am assuming your 'section' was a caesarian section and the block was placed in your lower back. If so, shooting pains in your arms is absolutely unrelated since those nerves enter/exit the spinal cord in the level of your neck and upper back. Because one thing follows another does not mean they are related: think "i washed my car and it rained".
