Heat and ibuprofen: A bruise over a vein is usually due to bleeding from the vein into the surrounding skin and subcutaneous tissue resulting in what is called a hematoma. This hematoma is trapped blood beneath the skin and is best treated with heat and ibuprofen. It usually resolves over about 10 days.

Time: For the most part, you really can't speed up the healing process but you can do things to reduce your discomfort in the mean time. Heat might help. Ice too. Sometimes alternating between the two is even more beneficial. Anti-inflammatory medicine can reduce discomfort and swelling. Arnica is also helpful about 50% of the time. The other 50%, it does nothing. Only use arnica topically though.
