Is there a better chance of getting pregnant 2 weeks before or after your period?

That depends on how: Long your menstrual cycle is. The bottom line is that ovulation occurs in the middle of your menstrual cycle. So you start by counting the first day of your period as day #1 of your menstrual cycle. If you had a 28 day cycle - then ovulation would be about 14 days after the first day of your last period or about 14 days before the start of your next period.
