Can exposure to the cold cause sickness? in particular, being lightly dressed in around 0 degrees celsius. can it cause pneumonia or anything else?

Germ theory: Being inappropriately dressed for the environmental temperature may lower your immunilogical response. Do not forget the germ theory. In the face of reduced immunological response bacteria have an easier to cause an infection like pneumonia.
