Yes: Unless the testes were irradiated. If they were, hopefully he banked some sperms.

If the man: Had ability to impregnate before treatment for cancer, and if the field of radiotherapy was not near the pelvis, he is likely to be fertile still. A semen analysis solves the speculation.
