Hygiene: We all slough a cell layer of surface skin cells every day. On the scalp it is dandruff, on the head of penis it is smegma. Uncircumcised boys, not used to retracting their foreskins and wiping away smegma/dead skin cells may think that the penis is pealing. It is normal skin desquamation (shedding).
