Superficial clot: Certainly this could represent clot in a superficial vein, superficial thrombophlebitis. This may require only antiinflammatory medications and warm compress. First, would have this assessed with ultrasound to confirm the diagnosis.

Could be.: If you had an IV in this vein then it very well may be a clotted vein. If you did not have an iv, you still could have a clotted vein but this would be unusual. Clotted veins tend to be hard and tender and lie in a straight line. The best thing to do would be to see a vein specialist.
