Can't answer: Such a question. Any vasocobstriction in anypart of the body, in some people? Sure, can't say it is impossible. There might always be someone, somewhere, with an idiosyncratic reaction.

No... not as yet: No clinical evidence suggests that MSG promotes, incites or exacerbates disease states such as hypertension. When used as a seasoner to foods such as soups it's presence allows for up to 30-40% reduction of sodium chloride, which can exacerbate disease such as congestive heart disease.
