Fissuring in eczema: Chronic eczema commonly causes scarring, thickening, and fissuring of the skin (it splits open). The mainstay of treatment for eczema is some form of cortisone therapy, usually as a cream. If you have not aleady used a cream, i would start with that. If you have tried only an otc cream, you need a prescription for a high-potency steroid cream like triamcinolone acetonide 0.1%.

Physical therapy: Talk to his doctor -- if he has limitation of movement, working with a physical therapist (including a program of home exercises) may help hiim regain his range of motion. Also, make sure you're keeping his eczema under good control to prevent further problems.
