Probably not: Babies are born with a slightly retruded lower jaw to enhance breast feeding. The lower lip might just be something that he can suck on. If he does this when he has teeth then i would be concerned. Perhaps he is just hungry and need to nurse more. They need the bonding time. Make sure to nurse with him sitting up and avoid bodles and binkies which create poor swallow patterns and bad bites.
