Not every month: Not all women ovulate every month. But if you menstruate every month, then you are probably ovulating.

No: Abnormal ovulation is one of the most common causes of female infertility. Usually regular menstrual cycles may signify ovulating every month. You can have a menstruation without an ovulation though.
