No: It is associated with reqction to infection or drug reaction. Find cause if possible with history and blood test. Treat with topical stereos and oral steroids or Colchicine if extensive.

Ingrown hair: Small vessel vasculitis causes spots on the legs that resemble ingrown hair. Need to see a rheumatologist.
