Define virgin...: Nearly all (>99%) of cervical cancers are associated with infections by human papillomavirus (hpv). This is generally a sexually transmitted infection. Most people think of "virgins" as people who have not engaged in penile - vaginal intercourse. Hpv can be spread by other types of close contact such as oral to genital contact. In that way, a "virgin" might get hpv and go on to develop cancer.

Yes: Most cervical cancers are caused by exposure to the hpv virus which can occur even with out classic vaginal intercourse. Additionally there are some other risk factors for non hpv related cervical cancer. You can get genital exposure to hpv through oral or even penile contact without penetration, so strictly speaking you can be a virginia and be at risk.
