Yes: Diabetes of any type can be associated with 'polyneuropathy'- literally, something goes wrong with many nerves. Typical is what you describe, tingling starting in the toes, feet. It can progress upward, and/or get painful. Tight sugar control is the best long term measure to contain this (though no guarantee); there are several types of medicines than can reduce abnormal sensations, but no cure.
