PROBABLY: Mild to severe might be measured depending on how much one's problems disrupt living. If you have a lot of the symptoms, stabilizing the difficulties might make life much more comfortable. This may be good cause for psychotherapy.

Get an eval: There is a grab-bag category of personality disorders called PDNOS (personality disorder not otherwise specified) where features of any of the disorders can be listed but are not enough to meet the full diagnosis.
