No: Dizziness is not a symptom of pcos. However, hypoglycemia (low blood sugar) can occur with pcos and this can cause dizziness.

Not really: However pcos has been associated with benign intracranial hypertension (pseudotumor cerebri) which can cause headaches, visual blurriness, and dizziness. Please meet with doctor to discuss whether this a legitimate possibility. Good luck and be well.
