Sort of: One of the defining characteristics of addictive substances is they promote tolerance and they cause a withdrawal syndrome. These are not as well defined for thc as other drugs, marijuana use can become disruptive to one's life and work and relationships so it does fit some of the other criteria of addiction.

IT IS DANGEROUS: The synthetic products contain multiple different substances and you don't really know what you are getting. In addition, they are sprayed onto plant matter, so some "hits" may contain little drug, others may have huge amounts of drug, so the smoker cannot gauge their 'dose.' seizures, psychosis, heart attacks, and death have occurred with these products. And they can cause addiction like cannabis.
