Mostly NOT: Please make sure that she is very clean...Use mild soaps/ and emolients[soothing creams and lotions]. If she has freq.Sniffles/asthma like symptoms, that could be a hint, for the underlying ''allergy" problems. Ask her pediatrician, about daily use of prescription (mild) allergy meds, and she might even need 'allergy' testing... [psychological problems for this condition...Is the last thing ].
