No but can worsen: I don't believe there is any direct impact of drinking on anal fissures or hemorrhoids, but it can worsen them. First, alcohol is a diuretic (draws water out of you), so it could make your stool harder & aggravate the area. Also, it interferes w/ multiple components of the body's healing mechanisms, such as platelets, clotting factor, & other products and processes involved in healing.
