Is there any risk of hiv infection if a child is licking something (object or surface) and i dont know if it was anything on it before like blood spot or body fluid or anything?

This is no risk at all. HIV is never transmitted by contact with a contaminated environment. The virus does not survive once outside a living person. Sex and blood sharing (like with drug injection equipment) are the only ways the virus can be caught.
