In order for a herniated intervertebral disc to cause groin discomfort it would have to impinge upon nerve roots whose branches run to the groin. This would usually cause groin pain on one side however. I'm unsure whether a central disc protrusion pressing on the spinal cord itself could cause bilateral groin discomfort. A neurologist would know the answer though.

Yes it can. Disc herniation of the L1 disc can impact the L1 and L2 spinal nerve roots. The nerves coming from these nerve roots innervate the inguinal region, the upper anterior and medial thigh, and part of the genitalia.
