Milk is not produced in non-pregnant women or those who not have recently given birth. Small amounts of breast fluid sometimes can be present and might be more obvious during sex that includes nipple suction. There are no data on how long it might take; it usually doesn't happen at all and when it does usually is infrequent.

Lactation is only possible from hormones produced during pregnancy. Induced lactation is possible if not pregnant by taking the hormones estrogen and progesterone as prescribed by your doctor.
