Maybe penile sclerosing lymphangitis? Google it for more information and to see photos. Usually harmless and eventually clears up on its own, but once in a while can be associated with STDs. See a doctor, perhaps a urologist, and consider STD testing (gonorrhea, chlamydia) if at risk.
