There is no risk at all. HIV is not sexually transmitted without penile penetration. That said, you also should be discussing HIV status before having any contact at all: reveal your own (presumably negative) status, and avoid contact with potential partners who do not know or are evasive about it. Select known uninfected or effectively treated partners. Or start taking PrEP.

HIV is contracted by exchange of body fluids with an infected person during sex needle exchange etc. In your scenario this did not occur. So chances are nil. Pl be careful.

The semen on underwear dies on surfaces outside the vagina in 3-5 minutes. Transmission of HIV is from blood to blood contact and bodily fluids. Since no blood ,semen, and bodily fluids came in contact with you or any open wounds than no transmission is possible .In future be careful and practice safe sex.
