Rheumatoid arthritis runs in family and i had symptoms. got a blood test that came back normal. the pain is spreading. got the blood test when i wasn't having a flare up, so could it still be arthritis or could it be something else?

Arthritis takes many forms and just because one test (don't know what test from your post) is negative, that doesn't rule out other similar types of arthritis. There are also non-arthritis causes of joint/muscle pain. Hopefully you are seeing a specialist (rheumatologist) who can further help you with a proper diagnosis and treatment.
