Yes, there is still a risk of contracting HIV even if the condom did not come off completely. HIV can be transmitted through bodily fluids such as blood, semen, vaginal fluids, and breast milk. If the condom rolled down during intercourse, there is a possibility that these fluids could have come into contact with the skin or mucous membranes of the penis.

There is little or no risk in this situation; condom protection against HIV is considered complete as long as the head of the penis and meatus (urethral opening) remain covered. However, even with condoms the risk isn't zero. However, risk also depends on partner's treatment status: if on effective HIV treatment with no virus detected in her blood, even unprotected sex is safe.
