There is little or no risk in this situation; condom protection against HIV is considered complete as long as the head of the penis and meatus (urethral opening) remain covered. However, even with condoms the risk isn't zero. However, risk also depends on partner's treatment status: if on effective HIV treatment with no virus detected in her blood, even unprotected sex is safe.
