It is difficult to determine the exact cause of the headache without a proper medical examination. However, based on the symptoms described, it is possible that the individual may be experiencing sinusitis or a tension headache caused by stress or strain on the neck and head muscles. Allergies could also be a potential cause of the headache. There are some other posibilities like Naegleria fowleri

Symptoms suggest sinusitis, either allergic or infectious, other conditions cannot be ruled out, infections with Naegleria are extremely rare, without prolonged time under the water, not possible.
