If it is certain the "cut" is truly an injury, probably transmitting HSV would not occur. However, many (probably most) apparent traumatic injuries to the penis in people with herpes actually are herpes outbreaks, not the result of friction or other trauma. In that case, there would be very high risk of transmitting HSV to your partner. You should never have sex during any sort of penile lesion.
